Archbishop Karl Joseph Cardinal Schulte was Bishop of Paderborn from 1909-1920. After being elected Bishop of Cologne he modernized the administration of the Diocese and founded research institutions. In 1930 he separated the Diocese of Aachen from the Cologne Archdiocese to clarify the pastoral duties. During the Third Reich he created a centre for combating anti-Christian propaganda, but did not take a public stand. Karl Joseph Schulte had long been hindered in his activities by a heart ailment, and died of heart failure after a night of heavy bombing in 1941.
