Period of office 1167-1191

Archbishop Philipp of Heinsberg was Imperial Chancellor, as his predecessor had also been. After the fall of Heinrich the Lion he became a Duke of Westphalia as well as of the Rhineland. This made him the most powerful prince in the northern half of the empire. He systematically built castles on his territories. The new city wall of Cologne was begun at this time. He died of the plague in the Kaiser's camp outside of Naples.
