Archbishop Maximilian Heinrich was the son of Duke Albrecht of Bavaria. He came to Cologne as Coadjutor of his uncle Ferdinand, and after his death was chosen Archbishop. He was also Bishop of Lüttich and Hildesheim. Maximilian was the first bishop since Adolf III to be ordained bishop. Deeply pious, but unsociable, weak, and out of touch with the world around him, he withdrew in 1673 into the St. Pantaleon Cloister and left the direction of the Archdiocese to his associates, much to the disadvantage of the Electorate of Cologne.
