Clemens August Baron von Droste zu Vischering was Auxiliary Bishop of Münster before he was unanimously elected as the king's designated candidate to the Cathedral Chapter of Cologne. In 1837 he was arrested by the Prussians and prevented from carrying out his duties because of his firm stand in the controversy over mixed marriages. The exaggerated measures known historically as the "Cologne Disturbances" were more unpleasant for the Prussian state than the Prussian Catholic church, which as a result was given greater freedom than the church in any other state of the German Confederation. Archbishop Droste was not, however, allowed to return to Cologne.
